Any of the stud and bearing retainers would work a treat for this. There are formulations that will fill up to more than several thou gaps, and still make a permanent assembly, safe and secure enough to use inside engines.
Clean the parts and have at. Slather a little on, and slide the parts in place. Wipe off all the excess while it is wet, and easy to wipe up.
If you have had Locktite give way, you used the wrong stuff.
The retaining compounds require a lot of heat (torch) to get them to release when used as directed.
