FRT # for Grizzly 8.5" magfed?

How do people come up with these numbers, I keep seeing them around but how can the average joe access them? no one seems to be able to answer this question
 
If you are a certified RCMP firearms verifier, you are supplied with a copy of the FRT for research/verification
