Full Float handguard and gas block removal

I bought a used AR15 that has a heavy stainless target barrel and a tubular aluminum full float handguard. I want to install a swivel base on the handguard so that I can use a sling or bipod. There are no holes tapped in the bottom of the handguard. I'd like to take it off, but when I unscrew it, the gas block (if I'm using the right term) is too large to get past. Also, I'd like to know the twist rate of the barrel. The gas block says Armalite EA1154.

Is it sensible to want to disassemble the gas block to remove the handguard? Will it be indexed when I return it to position? How about that gas tube? I'd like to know the twist rate of this barrel. I'm hoping its stamped on the barrel beneath the handguard. If not, what would I put on the end of a barrel cleaning rod to measure twist?

No pin on the aluminum tubular handguard. Its just a round tube.

Its certainly possible to drill and tap the handguard without removing it, but a little awkward on the drill press table. I want to use a drill press to ensure the hole and threads are optimal, there isn't a lot of thickness to work with to get maybe 3 good threads in that thickness.
 
Here's a picture. Is it worth removing? Hmmmmmm. Don't want to cause problems doing it the hard way.

Where can I get sling studs that are threaded right to the head? I just bought a set and got home and realized they lack threads for the last 1/4". The one that came with my Evolution stock threads right into the aluminum down flush to the head.
