If it’s just the upper it is unregulated, meaning no classification and no PAL required to purchase. What you do with it afterwards is your own business, should you run afoul of the law that’s on you, just be smart about it.

People suck. One of the only retailers that lets you pre order without paying 25% months or a year ++ in advance and they cancel last minute..

25%? Man I had to pay full price and mine still hasn't shipped. Different retailer though of course. Zero updates from them at all.
