What is a good primer to use

The CCI No34 primer is the only MILSPEC primer available by reason of it's harder cup. A harder cup is desirable because of the floating firing pin which will often "kiss" the primer lightly when the bolt returns to battery. There is some risk of out of battery detonation or a slamfire if the firing pin protrudes too far or if the primer is seated too high.

CCI No 34s are tough to find. I've used all of the WLR, Rem 91/2 and CCI LR primers when reloading for the Garand. The important thing is to seat the primer slightly below flush with the casehead. Other precautions are to keep cases trimmed below max OAL and to FL re-size rather than neck sizing.
 
The recommended bullet weight range for the Garand is 150-172 gr. Shooting 220gr bullets can contribute to bending the op rod. IMR 4064 is an excellent choice for the Garand. I use it to load either 150, 155, 165 or 168 gr bullets-safe, accurate, reliable.
 
My standard 150gr loads for the M1 use 48gr IMR 4064 or 47-48gr IMR 4895. The most accurate non-match150gr FMJ bullet I've found is the Hornady 150gr FMJBT, COL 3.280. You can also try either the Sierra or Nosler 155gr match bullet with the same load data.

If you want to shoot any of the 168gr match bullets try 46 or 46.5gr IMR 4064 or 45.5 or 46gr IMR 4895, COL 3.330.

These loads have been proven in many different Garands.
 
"...What is a good primer to use..." Any LR primer will do. CCI 34's are nothing more than a marketing gimmick for magnum primers. The cup is no different either.
"...ever loaded a 220 gr. bullet of the Garand..." Yep. Wasn't reloaded ammo though. Factory 220 Silvertips. It did absolutely nothing to my rifle. Blew the ground hog into next month. Not a steady diet of 'em though. There's nothing a 220 will do that a 165 will not anyway. So use 150 match bullets for out to 300, 168's past there and 165 grain hunting bullets. 165's only because you'll have a load for any game in North America.
"...45 grs..." That's under minimum for a 150 with IMR4064. 47 is the starting load. Load 8(a clip load. 8 isn't required but it's a lot more convient with an M1) and go up by half a grain to 51.0. IMR4064 gives more consistent accuracy than IMR4895. However, neither is the only powder good for .30-06 and the Rifle. Varget or BCC-2 will do nicely as well.
You must full length resize every time and watch the case lengths(trim, chamfer and deburr as required). Seat the primers fully too.
