Garand rack number ID

As per the pic. I assume this is some sort of inventory or rack number on a Garand. Google search is inconclusive, some talk of law enforcement rack numbers, and Danish Garands having the serial number on the underside of the butt, but no example like this. Is this a US convention or does it indicate foreign service? Any similar ones out there ?

This is an overhaul lot number applied at Augusta Arsenal when rebuilding/overhauling Garand rifles in the early 1960s. There should also be a letter "P", for proof-firing, stamped on the grip of the stock.
 
Another rack number on a Garand....I have no idea.
It has the "P" firing proof and the final inspection cartouche on the left stock.
