You need to provide a bit more info before anyone could make you a cutter such as how thick of material do you wish to use, is it a plain base bullet-bevel base or does it have a check shank, how much "skirt" do you want to fold up the shank.
do you want a simple "tap with a hammer" two punches (one to cut, the other to form the cup) & die (very slow process, ok for a few rifle boolits but for handgun volume not the best option) or do you want the full meal deal with a 14-7/8 treaded die to fit your press along with internal threaded punch settings. I ask this because I built a "freecheck" style check maker (the full meal deal) for my 45-70 and it isn't a "quick" process that can be done as easily as a commercial set up & jigs...basically every one-off that is built from scratch is a "prototype". With all the machine set-up and continual measuring, I spent most of two days to make mine.
To be quite honest with you, without your own equipment to build one, you would do well to try the check-makers that advertise on the "other boolit site" south of the border.
