Gents: Recommend me a quality "black rifle" in any calibre other than 223 or 308.

I have set aside only $1200-1300 to spend.
It must be non-restricted.
It must be dead reliable.
It must have excellent iron sights. I won't be scoping it.
No 308
No 223/556
No 22LR
No Kel-Tec
No AR-types (update: I may reconsider "old school" variants)
No ghey radical bullpup designs.
Black, OD green, or desert tan in colour only.
It must have good finish quality.
If it comes in pink or zombie green variants, I don't want it.
If there's "just right" in its name, it ain't right!
Can be a pistol round or intermediate rifle round.
New or SUPER delicately used.
Prefer chromed-lined barrel.

I have down-sized my once large collection to just 8 "must have" non-restricted firearms, and I purposely left 1 final spot in my locker for a useful black rifle.

VZ58 in 7.62x39 is the only rifle that comes to mind.

As much as I like to say XCR in 6.8 SPC or 7.62x39, TNW Survival rifle or Theron defense pretty much fits your criteria, but since non of them are used by any military I wouldn't consider them to be "black rifle".

Technically black rifle means military service rifle and since there haven't been a military service rifle in anything other than 5.56 and 7.62x51 calibre adapted by a country in more than half a century that is also available in Canada as a non-restricted, I think you are SOL :p
 
There's not much available at that price range that isn't. 223/.308 and NR. I'd suggest saving for a few more months and looking at something like the Rob Arms XCR in 6.8 SPC or 7.62x39mm. Not my cup of tea, but their owners seem quite dedicated to the platform. I personally don't consider the Ruger Mini-14/Mini-30 a black rifle per se, but it is a magazine fed semi-auto with quasi military origins, so what the heck? As another poster noted, the Ruger is available in 7.62x39mm and 6.8 SPC if you're looking for something a little out of the ordinary. The latter should be in your price range.
 
I don't know what kind of variety you think we have here in Canada, but your criteria reminds me of government trials where the "requirements" are designed to eliminate all options except for the gun they want, in this case a VZ58 in 7.62x39

Tell me more about 6.8

You can really only get this cartridge in ARs or Maybe XCRs, and to do so you have to be willing to pay. You might be able to get a custom barrel for an ACR or FS2000, but be prepared to pay even more. Ammo is expensive and rare, doesn't perform significantly better than 7.62x39, which is cheap and widely available.
 
I have a mini 30 and I would recommend it. It is based off of a military design (M14) and in a stainless finish, it basically meets all of your requirements. My 582 model came with:

Mini-30 Rifle
2x 5 rd mags
1x Picatinny Rail
1x Set of Ruger Integral Rings (if you don't want to use the Picatinny Rail)
1x Set of kickass peep sights

The rifle is lightweight and if you want a different colour stock you can always purchase a Hogue in OD Green or Tan. It is a great rifle for the price and if you need to add picatinny rails you can always just add some to the stock with screws - not a big deal. Did I also mention that it is lightweight? It is easily under your price point new and the ammo is cheap and plentiful. If the Zombie apocalypse hits you can be guaranteed that you will find ammo for it so you are set. I just recently scored the 4 for 3 deal at Canada Ammo so I have a lot of ammo for it. Personally I think it is one of the best semi rifles around for the price. The only issue I have had is that my Ruger initially didn't shoot all milsurp ammunition 100% reliably (hard primers). The fix is actually quite easy and a fellow on Youtube walks you through it. You may or may not have this same problem but it is very easily remedied.
