Not surprising. Most agencies don't replace guns until they think they have to.
Mine had a seized barrel nut I had to machine off and a gas tube that was seized as well. Ended up breaking it off trying to get it out and had to get it drill out afterwards.
Once apart though the gas port measured fine and seems to be ok. It deffinerly has seen a lot of use though!
What condition are they in? If they are decent , IE very good to excellent condition, then I'm down for one. But if they are beat to snot, count me out!
With a second sober thought, $699 seems a bit steep for a used upper W/O a BCG. Even if it is Colt Canada. These better be in really good condition, otherwise your just pissing money out the window.
I think interest in these is as a curio. If you want something as a shooter, there a myriad of better options.

hehe, governments don't care about common sense...my wife worked for 3 different govs in different countries...they are all the same, all politics...It's too bad they don't strip it right down to a parts kit or something if semi-auto
