Getting a Marlin 795 to cycle properly

My 795 has always been picky about what ammo it eats, but recently it seems to be getting worse. I gave it a thorough cleaning but frequently the bolt isn't going back far enough to strip a new round from the magazine. I've been using all sorts of common .22 (Dynapoints, American Eagle, Blazer). I want it to cycle cheap ammo.

The hammer spring on this rifle is REALLY strong. I think this is slowing the bolt down too much. I was considering chopping a coil off of it, and polishing the hammer face to see if it helps. If I can, I might polish the bolt as well.

Before I do this, I want to order a spare hammer and spring, in case I screw something up - does anyone know if I can order these from the US, or do I need an export certificate? If getting it from the US is a no-go, does anyone stock Marlin parts in Canada?

Thanks :D
