I have a box of reloaded 7.62 Russian, with Norma brass. No idea of its history. Has a jacketed bullet, exposed lead tip. I don’t have a rifle for it. I think I can only sell it as components, correct? Or do I have to pull the bullets and dump the powder, then sell it?

Yeah, sell it as components. No need to pull it down for that, or at least the guys at gun shows don't seem to care to do so.

The explosives act requires you to have a license to manufacture small arms cartridges, but there is an exemption for personal use. Selling as components is the generally agreed upon work around for this. Is it a legal loophole? Sometimes it's better not to ask lol

Just making sure I’m not doing anything stupid. Okay, for sale as a box of primed brass. And bullets. And powder.
There are no silly questions Grouse Man, just stoopid answer of which I have been known to post from time to time ;)
erring on the side of caution is always a good thing and hopeful I didn't insult you with my first answer.
NAA came to the rescue ans confirmed my silent thoughts, but I instead went vocal.
Hopefully someone local can help with your middleman.
