No, unfortunately it wont be compliant, its a glock 19 upper and a 17 lower essentially

Why would it not be compliant if the standard glock 19.is compliant with a longer barrel? I can't see an issue unless I'm missing something.

They would have to put a extended/threaded barrel in them to be Canadian compliant. Same idea behind the Gen 3 Glock 19's with the threaded barrels and the new Canadian edition Gen 4 Glock 19 with the 106mm barrel. Factory spec barrel on a Glock 19 is 4.02" (103mm) we require at least 4.17" (106mm) to be compliant as I'm sure most of you already know.

You answered your own question, the standard G19 ISN'T compliant without the threaded barrel extension.

Always been curious what happens to the OEM / factory barrel? Can I ship the pistol with aftermarket cdn compliant to canada and get OEM barrel shipped to a buddy in the states?
