Does someone know if Glock 23 mags will fit in a Glock 19???

A Glock 22 mag will fit a 19 so I would think a 23 mag will do the same. If you are thinking what I think you are thinking, you need to try it out a bunch of times in slow and rapid fire to make sure it cycles reliably. Also, not legal in competition.

I dont think .40 Glock mags work in 9mm Glocks. feed lips are too wide and the ammo sits too high.
when I had a gen4 G23 and used a 9mm conversion barrel I used G19 mags same with Glock 22 with a 9mm conversion barrel (G17 mags).

Oh, it works but it's mag dependent. The pinned to 10 mags work but the made to 10 ones don't. I think this is where you're right. The wider lips and higher tension ejects the 9mm round at the slightest pressure.
