Wholly Fack! I hope you get this sorted out before the end of the decade. I'd also recommend Fenceline's suggestion, there must be a verifier near to where you live...needless to say, don't send it back just yet, exhaust all avenues first.
Fu<kin stupid, fu<ktarded, fu,kin gun laws. Its an "N" frame for the love of gawd! Who cares about the length of the barrel, gawd damn thing weighs 2 pounds or better! If the government is trying to deter cc, the fact its an N frame ought to suffice!
