Got my brother hooked... he wants best value do it all rifle?

For God's sake, dont let him buy a savage axis !! They are junk !! Get a Ruger American, they are excellent !!!

All depends on price and budget. My buddy got an axis on sale for $239+tax, and i paid $235 all in for mine and it came with a scope (both brand new rifles, and his was just bought in December, mines 1.5 years old now)

If his other options are a mosin or an enfield, then finding a good price on an Axis is a good alternative. The American is going for over $500 these days, which is like $200 more than the axis, before sale price or any mail in rebate that savage seems to always have going.

Just don't over pay(don't pay $375+ for one), and don't get the axis 2. (The additional cost for the accutrigger can be spent in an aftermarket trigger for a regular axis and you end up with a better rifle for the same price.)

And my axis shoots just as good as my buddies $1100 browning...
 
If a 12 gauge is too much recoil for him, a centerfire rifle isn't going to be a good training/teaching rifle.

Get a .22 rifle and learn proper technique. He's not at the stage yet to move to CF, either in ability or budget.

Best advice over all and he will see if he wants to take it further
 
As said previously a 22 should be every new shooters first gun. But after that purchase a good bet would be a norinco m14
They are buildable which is a fun learning experience. 308 is a good multipurpose round and has loads of ammo available, even some cheap surplus is around.

i own one, and id have too disagree. While I agree the 308 is a good all round cartridge, the m14 platform wouldn't be my first choice. They are often riddled with problems which newer shooters may find beyond them too fix, everything aftermarket that isn't complete junk is quite expensive and your rather limited to what ammo you can shoot through them. The surplus is definitely not cheap nor are they particularly accurate rifles, ethical hunting ranges is a concern for me. With a more established collection well hell yeah grab an m14. For a beginner id suggest a nice bolt, a vanguard for example in 308 and run with that. My personal choice knowing what I know now, I'd tell my 20 year old self to go buy a nice m96 in 6.5x55.
 
Didn't Cabelas Canada have these on sale for $3 hundred and something for the longest time? Only with this blaze finish.
If my memory is correct on that, that was a great deal and I shoulda grabbed one.

That was wholesale sports. Cabelas was selling the same gun for $549 on sale a little while ago. They were $399 at wholesale
