I believe it says; "permanently deactivated".

The guns on display with our kits are deactivated. We use them to display & show the different accessories in the store, then they get used as cool trainers for the PAL classroom, on the lower level of the building.

PS I took my PAL with HiCal and it was a fantastic experience. I recommend you guys to every new shooter I meet.
