As per my personal experience it is very hard to do a business with Russians bureaucrats unless you can give them a some cash under table

Had another discussion with Tula last week, still available only with 102mm barrel Not sure what happens first, we convince the factory to cut longer barrels or barrel length restrictions go away...

You may suggest a special run called the 2014 Olympic Edition that would need to have a matching 114mm barrel.
