When CanAm gets stock again, they have D4064/D4198 which are IMR made equivalents of the same name, as well as pistol D700/D800 all at $26/lb when you buy 5lbs. Free shipping over $200.
I've used the D4064 and found it to be very decent powder.
 
Canam for the bulk. No one beat the price of their D###x powders. Free sipping over 200$.
Western metal for the usual stuff. Free shipping over 300$.
Both also sell primers and bullets, so you can get to free shipping easily.
X-reload for the huge selection. No free shipping, but decently priced and they have almost everything. They sell everything reloading, in every brand.
Being in BC, I think you'll avoir the provincial sale tax by buying from x-reload. That's 8%? 9%?
 
This is a great list of retailers. Londero is probably the only one that offers decent shipping charges on smaller amounts of powder.

OP: Buying powder online gets very expensive, especially if the retailer charges a dangerous goods fee. I think Western Metal ships powder for free if the order's over $300.

Hummason or Higginson for larger orders. I just bought a years supply from Hummason because they had all three of the ones I wanted and it worked out to $35/lb including shipping and hazmat fee, taxes out.
