The guy probably has a secondary income like just about everybody else doing "gunsmith " stuff, few of which have a lathe or mill or the ability to even justify it as a viable business.
I'd say if he's smart he'll do good work at what he's able to do, hopefully give decent service, get paid, and have some fun with it, his work shop looks fairly clean and organized so that's a good start.
He actually says he'll send out the work he can't do to someone who can, which is better than a lot of people who claim to do certain things, when they really don't.
