The problem can be grit in the transfer bar area causing slight hammer strikes, or it could be a soft hammer spring, or it could be a headspace issue.
Use an aerosol bore/action cleaner in the transfer bare area, really flush it out good, then a light coat of Rem Oil, then wipe away excess oil and run it dry thereafter. You can visually check for marks indicating glancing contact between the hammer and transfer bar. If the problem is weak hammer spring and you are using a hammer spur, remove the spur, many times the difference in weight takes care of the light strikes... if the problem is a headspace issue (usually not off by more than a couple thou) and you are a reloader try using fireformed brass and neck size only... 9 times out of ten the problem is solved... if you don't reload, try Remington ammo... it generally has a thicker case than Win and you can feel the difference when inserting into the chamber... set back of the barrel is possible, I have done it many times, but requires refitting the barrel, which while not difficult is further than most would go on a clear warranty issue... which is your next step if the problem persists.
