almost would have said a Webley hammer, then a bisley SAA hammer.....but i think it is neither

I think its for a percussion cap revolver.

Centerfire, maybe 1860's or 1870's. I'd look at Tranter or one of the Adams variants, lots of similarities between manufacturers at that time. Lots of variations even with the same manufacturer.
