Second what year and model is it.

Third who is your friend.

Fourth he is breaking the law.

Fifth call your CFO.
 
i would call the cfo. they will probably be more then happy to get it registered. just not sure if they will ask why it wasn't registered in the first place.
 
I don't know what a Ruger black is, but be sure it isn't prohibited before calling the CFC. If it is indeed restricted and not a crime gun of some sort (ie - stolen) then the government will be happy to add it to the confiscation list for you. You will most likely verify it over the phone with the CFC and then use that info to go online and register it.
