Hand Press.

You may have to "upgrade" your partner first if they don't see the humour in making ammunition in the living room!
Seriously, I have a folding table (that never has been folded incidentally) made from 5 feet of kitchen counter top with folding legs. I inset 4 furniture nuts in the surface, my three presses are mounted on plywood bases and attach to the same spot on the table with wing nuts as they're needed. It's stable, movable if need be, and relatively inexpensive. Apartments are tough for space, especially if it's a shared space with "normal" people. My first comment aside, I can understand reluctance to set up reloading gear in the living room. It's not the place for it, really.

Advice from an old Gunsmith;
A long time ago [1964], I started to reload. [I'm 71 now].
Not having any money to speak of.
I bought the cheapest equipment that I could find, [AFFORD].[Lyman tong tool].
Big mistake.
I had to buy a single stage press, [LYMAN SPARTAN], WHICH I USED FOR MANY YEARS.
SAVE YOUR MONEY AND BUY A SMALL PRESS.
I also bought a LEE cheap press, [which broke at the toggle], and LEE would not come good for it.
I've had a lots of different presses. The best was RCBS and my latest one is A big LEE press, [It works].
If you look around you will find a second hand outfit for not too much money on the EE
Just trying to help

All these suggestions are fine. I started out with a Lee hand press, then got another one. Nothing wrong with them to get started. I actually miss reloading on the couch (except for charging and seating of course) .
