Companies are allowed. They need to be licenced exporters and most companies don't want the hassle or expense of doing it. I found this out when I was looking for mags a couple months ago. To be clear, licenced exporters like Brownells and Numrich do ship to Canada. S&W is too lazy, don't care about Canadian customers or are too cheap to export. They may tell you they are not allowed to ship them, it's because they don't want the added expense and headache (like 99.9% of other USA retailers).
