I discovered the following many years ago and thought I would share it and see if anyone else has done this. It all began with the lack of readily available CB caps and the cost of them when I could find them.
This only works well with single shot rifles and revolvers. Buy a tin of .22 acorn starter pistol blanks and a tin of .22 air rifle pellets. You can load them individually but that is a little bit of a pain. To make it easier I found you can create a 1 peice cartridge by placing a small "dot" of Permatex (silicone seal) on the end of the blank and place the pellet on top and let it cure. Yes I know a pellet does not have the weight of a traditional CP cap bullet but they have enough punch to drop crows out to 50 yds, and the reports is even quieter than a CB cap.
A word of caution: starter pistol blanks may contain corrosive priming, so if you are unsure, clean accordingly.
I have yet to chronograph these, it is one of those things I am meaning to do, from what I have seen I thinks they must be +600 fps.
