Has anyone ever seen this before?

I wonder if maybe that is partially burnt powder. Are you using magnum caps, or standard primers? What brand of primers are you using? There is a reason why companies suggest using magnum primers with ball powder.

Nope, learnt that at a reloading workshop at my range... The guy was an expirenced 1000yd competition shooter so I respected his opinion....

I'll bet you a beer that what he said was "Switching to magnum primers without reworking your load could be dangerous." They are hotter than non-magnum primers for the most part and for loads that are near or at max the added spark of a magnum primer could create pressures beyond what the cartridge is rated for. Hence re-working the load with the new primer.

Of course, that is in that same reloading manual that you must have read.......;)

lol, Fair enough. whats your adress... I think it might be a bit warm by the time it gets there though. So let me get this strait. If the max load for 174 gr RN is 45gr of BL-C(2), Should I start by using 40.5gr and work up from there?
 
Every manual I've read over the last 25 years recommends using magnum primers for ball powders like BLC(2). They also recommend them for extruded powderloads used in very cold weather by adjusting the load down a bit.
