Has anyone recrowned their SVT 40 ? if so what tool did you use, ive been looking at 11 degree recrowning tools at Midway and Brownwells, but im not sure of the effects an 11 degree face on the crown may have in conjunction with the guns muzzle brake ? Also would the pilot bore be .311 ? and is .311 the same for 7.62x39 as well (the crown on my SKS rifle could be better) would re crowning have a negative effect on the chrome lining ?
 
Your bore could be damn near anything given it is a wartime production piece where consistency was not as important as production and untold rounds fired along with unknown maintenance. However your pilot will not be groove diameter, you want the diameter across the lands. Erosion and inconsistency mean you should slug your bore and measure it. I would drive the slug in from the muzzle end maybe an inch then drive it out so you don't get a false reading.
 
I've used the hand crowing tool from brownelles on a couple of SKS's. The chrome lined models should be avoided. It will work but will dull the cutter after a couple of passes and the chrome lining may chip or flake which will cause more problems than it fixes.....

I used a 308 pilot. I have the 11 & 45 degree cutters. I usually shape with the 11 after cutting the barrel and then cut with the 45 to counter sink the crown. In reality, the difference between a 45 and a 11 will not be noticeable on an SKS or any other military spec semi auto.

I've used a cone stone in a hand drill when I cut and crowned an SKS. It shot 3-4" @ 100 before and 3-4" @ 100 after. Its not a match rifle no matter how pretty your crown is.

I cut down my Moisin barrel with a hacksaw (on a bench, no vise) and crowned it with a countersink bit in my cordless drill. 3 shot groups at 100M just over 1 1/2". I doubt your crown, or however you mess with it, will change your accuracy with that rifle. Maybe I got lucky, but if crowning precision in a milsurp was as important as most think mine would be a scattergun.
Note: I shoot reloads in Lapua brass with a 174gn RN over 45gr of Varget, loaded on a Lee press with Lee dies.
 
Yup, I cut my SKS with a zipcut, faced and squared it with a hand file and crowned with a cheap grinding stone in a hand drill. She shot the same as the excellent crown it left the factory with.

Cut my sks down to 19.5" and crowned it with a few brass slotted carriage bolts in a drill with some valve lapping compound finished with fine steel wool then a cone shaped rubber polishing bit in a dremel. Chrome lined barrel took a bit longer to shape smoothly, accuracy was about the same with surlpus ammo. Sure looks spiffy without the front sight/bayo lug

Barrel is cut to 18.6," Re-crowned with Brownell's 11 degree crowning tool, threaded in 14x1 RH, with VZ58 compensator

Are we allowed to cut barrels or does a gun smith have to do it ? Is it leagle? I wanted to cut down my sks to 18.6.

Any gunsmith must follow the same rules you must. What gunsmiths bring to the table is professional tooling and professional experience. Also liability insurance, ideally.

Yes, cutting a barrel to the legal minimum is permissible for anyone - you'll have to inform yourself on the law first. CGN can help with that - just remember to search with the "2 weeks ago - and older" modifier selected as well. that's what usually trips people up.
