Has anyone seen or heard of a Gas operated 9mm AR Carbine?

Relatively low pressure. The bolt supported by the return spring is enough to delay opening of the breech until the bullet has left the barrel.
 
If it isn't gas activated (I thought it was) does it still have a rotating locking bolt? or is it fixed and just moves back and forth?
 
The barrel is fixed and a bolt resting against a recoil spring is the only moving assembly. The bolt is unlocked and the system relies on the inertia of the bolt and resistance of recoil spring (to a much lesser degree) to delay opening until pressures in the bore have dropped to within levels that will not rupture the spent casing when opened.

Sabre Defence Industries sells a 9mm SMG-variant of the XR-15. Not much more pricey than their high quality XR-15A4 Subcarbine (in which I'm a happy owner). This is considering, though, if you're willing to spend up to three grand (tax and shipping included).

I know Wolverine Supplies has a few up for sale. Not sure exact stock, but I saw one on display last time I was there. Nifty looking piece.

I do agree that the price seems rediculous, but bear in mind that it's greatly reflective by the quality of the weapon system. Sabre Defence makes some immaculate rifles, primarily their prestige is in the barrel. My XR subcarbine has a stainless steel barrel w/ chrome-vanadium bore, much greater quality than any of the barrels our issue C7s/C8s and US issue M16s/M4s have. Those standard issue rifles could have such high quality barrels, but remember that most military contracts are won by the lowest bidder. Why make something so good when it's likely to get destroyed anyway. Thankfully the civi market doesn't share that philosophy.

Your barrel is ethier Stainless Steal or Chrome Vanadium but not both as far as accuracy and barrel quality you will be hard pressed to beat a Hammer Forged barrel that is used on the our issue C7's ,C8's and the Knight Armaments AR line up
