Well for one badboybeeson I buy lots of shotgun parts from Numrich without a hitch as long as it isn't a complete bolt, barrel, or receiver. Second, I'd gladly buy from a dealer if someone can please tell me a Canadian dealer that sells the tube I'm looking for. I've tried e-mailing Hastings with out a response, and various other US dealers as well, and I don't think anyone in Canada has even heard of a Hastings Paradox Sabot Discarding Choke.

It must be just too much trouble for some companies to deal with Canada. Unless it's a complete bolt, barrel, or frame it can be shipped. I deal with Numrich quite a bit, and they are hassel free! I can place an order from Numrich on-line in about 2 min. and have it delivered to my door in 2 weeks, easier than I can place an order from Wholesale Sports.
 
absolutely hi-standard. i deal with numrich 2 times a week with no problem at all. i've said for a long time that these companies must hate dealing with canada and just restrict what they send on their own, rather than have items returned all the time.i get stuff from them very quickly. i've often wondered if some items are refused just on the whim of a customs offical.

Firearms, their parts and optical accessories are export controlled by either the US Departments of State or Commerce. Commerce is responsible for sporting optics and accessories and sporting shotguns, State for most other goods.
There are some exemptions and exceptions from the requirements for US export permits. Some items only require a SED rather than an export permit.
Cabelas, as a matter of company policy will not ship any firearm related goods to Canada, regardless of licencing requirements. They have obviously made a decision that they do not want the business.
If a package containing controlled items is detected, it isn't going to be returned to the sender. It is going to be confiscated, and there is every likelihood that the seller is going to be charged.
One large mailorder business was fined close to half a million dollars for the unlicenced export of 'scopes.
There are some US businesses that are either ignorant of their obligations under US law, or are knowingly ignoring the law in order to make a few extra sales. There are others that accept export business, and comply with law, even if it does make the sales much more complicated.
