Having to resubmit a referance

I'm upgrading to an R-PAL,
The RCMP was unable to get a hold of one of my reference and wants me to resubmit another reference, I have the paper work fill out for it, and I'm wondering if the "Application Number" on the RCMP's website is the number i put on the paper work?

No, the one reference is out of the country(Long haul trucker) I have not been able to get into contact with him either.

Submit the name and number of a alternate reference or wait until your friend returns.
