Headspace

Simplest .303 gauge is a steel disc, like a washer. A complete set could include discs .064", .068", and .074". If you want only one, the .074" is the one you want; its the one that indicates that the rifle may be too loose to use.
Should be possible to make these, if you have the measuring tools to guarantee accuracy.
 
Sure, nothing to it.
Just chuck a piece of brass in a lathe and turn the last inch of a dummy shell with the required rim size.
Found out after I made mine that I should have left a small diameter stub on the non-rim end. Makes it easyer to hold in the lathe while you turn the taper on the shell surface.
