So has anyone found or dealt with a smith in western Canada that can safely reduce trigger pull weight on a pre 81 BLR? I love the rifle but the trigger is definitely heavy for my liking I’d like about a 3.5 lb pull. Picture of my rig that I did a partial resto on last year

Check this before doing anything else.
That "gold gilding" on those BLR's can be a real problem. That gilding can oxidize and bubble from the trigger metal and then corrodes to the lever slot it fits into, making the maneuvering as freely as it should very difficult .

My 1971 and 1972 Belgium made BLR , and my
1978 Japanese made .358 did not have gold plated triggers . Believe the gold plated Trigger that was introduced with the 81 model
