Out of curiosity, would it be legal for him to have his airguns detuned to fall under the velocity/energy threshold for moving, and then have them retuned after he gets his PAL?

btw, it's doesn't seem to be just 500 fps, but 500 FPS and 5.7 Joules/4.2 foot pounds of muzzle energy

I think it's more like: 'and/or', if I'm wrong I'm sure someone will chime in - and stay here, we need more freedom loving people in Nova Scotia.
