I already have my own opinion , just curious how many come up with the same answer.

thing is I never heard my father ever talk about using this type of rifle. and he's gone now so I can't ask him.

Apparently, the pants are called African Dodger pants.

not sure of any more than that, maybe some of our old timers, WW2 guys may shed some like on the pants story. pics was either taken just before my father went overseas in WW2 or shortly after he got back.........

i know he spent a lot of time in Africa after his ship was torpedoed off the west coast.

That long of a barrel in that old looking of a photo leads me to belive it is a Savage, but not an 1899:

I do believe the military verson of the rifle had a bit longer of a barrel then normally seen on a 99, but they did offer them special order through Savage up to 36" I believe. But the picture looks old, so I'll just guess it was the 1899's papa, the 1895. :)
 
you could get a 99 with custom barrel lengths back in the day, so depending on how deep your pockets were you could have longer barrel than your neighbor. I have 99A in 303 Savage with a 26" octagon barrel that is all original

Believe the pants are baseball pants of the type worn by Jackie Robinson, the first black man to become a major league baseball player with the Brooklyn Dodgers in 1947 - hence the name African Dodger. Since this happened in 1947 the term probably came into use after your dad got back FWIW
 
Thanks for posting I love the old pics.. the rifle savage 99 but as the others have said haven't seen a barrel that long on one..

I have one manufactured in 1939 and will pass it on to my son when I take a dirt nap... one of the best rifles I have had the pleasure of owning..
 
It looks like my wifes cousin's gun a Savage 30/30 lever action which has been passed done through the family for years and years
