Who is the manufacturer of these 2 8mm rds and are they 1940 and 1941 and corrosive?

US made M-1 carbine ammunition was non-corrosive. Canadian made DI is non-corrosive in all calibers.
The one on the left is German, and corrosive; don't recognize the headstamp on the right, but it will surely be corrosive.
 
Those are both WW2 German cartridges and yes, the dates are 41 and 40. Corrosive or not, it's not uncommon for that steel cased stuff to corrode on the inside and can be very unsafe to shoot. I had a couple of these in a display case that kept developing specs of rust and each time I would clean off the rust and coat them with a light coat of oil the rust would eventually reappear. Eventually, one day I noticed tiny holes through the cases so I attempted to pull the bullets and one of the cases broke in half due to the interior corrosion. And believe me, this was not due to environmental issues as nothing else in the display case has ever displayed any signs of rust or corrosion.

Left is 41 date, ak maker code, then St denotes steel case, 1st pattern with laquer. Then lot number.

Second is 40 date, p25 maker code, then instead of the St, you have the actual lot info of the steel used to make the case. Then the lot number.

The green primer seal indicates sS ball rounds.
