it does look like a 1894 Stevens favorite .Almost need a catalogue as model #s change with barrel lengths and features ,but the action does look like the 94 favorite

The hammer will be cammed back slightly, but not cocked. It is manual. The serial number is a batch or lot number, not a true sequential serial number.
It is a presentable 1894 pattern Favorite. The later 1915 version can be easily identified because it has a flat topped breech block, not the scalloped pattern.
.25RF ammunition is not readily available, so shooting it would be problematic.

Not really a serial number, more of a batch number to keep the rifles in a single batch from being put together with parts that they had not been fitted with. Pretty much no bearing on order of manufacture.
The cam surface should in theory be able to retract the hammer to half ####, or at least pull it back off the firing pin to prevent dragging the tip across the fired case. Wear is a thing, though. I doubt they were ever meant to actually go to full ####.
