Blaser is one I have been considering and depending on options can come in under budgetYour criteria, other than cost, are a little tough.
I think you can match most though: "Google" BlaserUSA and look at the options for the R8 or R93 Bolt Rifles.
No problem re: bolt lock up, detachable mag, fluted barrel and suitable non-magnum calibers. Great scope mounting systems.
Maybe a pair of interchangeable barrels ? Say one in 6.5x55, 270 or 30-06 and one in 9.3x62 ?

How about a Stevens 200 in 30-06.....................or maybe a Blaser K95 single, also in 30-06? Your choice, both are under $10,000 and fit your criteria, except I don't think Kwik-E makes a see through sight to fit the Blaser.

You can buy a Sako Bavarian (caliber of your choice), a Beretta 692 12 gauge O/U and an Anschutz 1714 .22 LR with optics for under 10K... and your friend would be covered for every conceivable game and shooting pursuit in NA... I don't know how many shooters would turn down this set in favor of a drilling with "see through" mounts...

regardless I am looking for one rifle, maybe if you were the one recieving the gift I would know to get you 3 instead but I think I know the recipient better than you.It is three times the "collection" that you are suggesting... one and a half times, if you want to count both barrels on your drilling...
Krieghoff hadn't crossed my mind, I will have a look. I am leaning towards a drilling with the claw mounts and S&B but am still second guessing myself.The bolt action Mauser 03 (mauser.com) should also fit many of the criteria you are after.
Should your friend be European, I'm sure he would be more than familiar with Blaser, Sauer & Mauser.
The Mauser has perhaps the most cachet. All have "takedown" models which are popular with travelling
hunters, and all have some pretty nice luggage style carry case options ... and all can accommodate
interchangeable barrels of different calibers ... within certain caliber groupings.
The 9.3x62 cartridge is perhaps the best choice for an "anything in North America - non-magum" chambering, and while
more than suitable for say moose & elk, may be just adequate fr the big bears and certainly more than required for
smaller deer. Although it may not considered ideal for long range mountain goat or sheep, it can certainly be used for such.
The 30-06 has been used to take all North American big game ... although if I were to be in big bear country or more apt to
be hunting elk and moose, I'd far prefer something heavier like the 9.3x62.
If you're still considering a drilling or double, Blaser can fit your requirements, as can Krieghoff. I would look at something like
a 9.3x74 over a 20 gauge. The detachable "claw mount" type of scope mounting would be my choice of mounting a good brand of European scope.
Zeiss Diavari, Swarovski, Kahles & Schmidt & Bender all come to mind.
