Help me select an ultra budget marksman rifle

Before the C71 sales recording requirements kick in, I would like to buy another NR.

- should allow the user reliably hit a 40 cm target at 800 m with commercial ammo (i.e. ~2 MOA all errors combined)
- should use a common inexpensive cartridge, preferably available in bulk. Reloading is considered for the future
- should provide an option to use detachable magazines (preferably 10 rounds) - will likely get a chassis
- should be able to double as a hunting rifle for deer-sized game (optional)

Given the above, I am looking at 308 or 6.5 Creedmoor. 223 is also legal for deer, according to the province.

Current shopping list:
Rem 783 heavy barrel 16.5"
Rem 783 heavy barrel 24"
Weatherby Vanguard S2 heavy barrel 22"
Howa 1500 Varmint Knoxx 24"
Savage 10 series ?
Tikka T3 ?

What would you suggest?

Are there 10 round magazines available for the Remington 783? If so, can you share a link for reference.
Also, what's with the username?
 
If you are going to use a chassis, a detachable magazine is a given. MDT chassis use AICS pattern magazines.
I'd forget the 16 1/2" barrel if you are thinking about 800.

I would buy some 10 rounds for my 783 HB 16.5, i bought 2 last year. Those are extra accurate cheap rifles.

Going from 24" to 16.5", we are losing about 180 fps at the muzzle. According to my software, at 800, 308 should still be supersonic, and vertical drop is about 29 MOA vs 24 MOA from the longer barrel
 
Hence my interest in them.
But it appears I would need this $600 stock (MDT LSS chassis) in order to accept 10 round mags. I think I may be better off looking at a different rifle all together.
Around XMas time, MDT had a 50% off sale on everything. My year end bonus went into building a sweet AR for my daughter though. Hopefully, they might have another sale this year. Another option could be Savage 10 BA Stealth that was suggested above. I can buy one locally for about 1100+tax

I can launch a 154gr Scenar at 2950 - 3000 fps from my target rifle.
What velocity can you get from 16 1/2"? Five minutes additional drop at 800 is 3 1/2 feet. Three times the size of the target you mention in your first post. That is not insignificant. How about wind drift?
 
Are there any prefit barrels available for the 783?
I’ve done a barrel swap on the Savage 10 and it was a cake walk:)
 
Savage Stealth, 6.5 Creed. Already a Chassis, detached mags, 24" barrel. Mine shoots great.
Howa HCR and Howa Bravo also look good. Bravo has a 26" barrel I think as well.
 
You can get the magazine kit for the howa for 10 rounds....without going to a chassis...but if you want ultra budget then the 783 would be less pricey. Also a lot of those older swedes in 6.5 are pretty accurate and even less expensive. Then of course there is the 30.06....does everything the others do and is versatile for reloading....

If you are going out past 800yds then i think you will end up spending more on glass than on the rifle.

Not if he does a fixed power SWFA...
 
Looking at a Savage now is a good idea, especially with the 10% rebate available. For what it's worth, the Savage 10T-SR that Cabelas advertises is a nice setup that you can build off of - if you want to. The stock is actually quite solid, and the aluminum bedding works great. Swap out the OEM 4 round mag for OEM 10 round mag direct from Savage and you're set. Comes with a threaded barrel as well (5/8'-24).
