If it's exportable, they'll export it. If it's not exportable, Sandy will tell you it's not. If they screw up and try to export something unexportable, everything sticks to them. You won't get on any lists and this won't make you look bad.

I think he was referring to his initial ordering of parts and having them shipped to his US address then bringing them into Canada in person.

I take that to mean the company that sells the product to Bownells has to pay that fee and do the paperwork to export to Canada
