Cool!!! I re-read the instructions and it says to seat the die against the shell holder and than an additional 1/4- 1/3 turn. I had it at a 1/4 and just tried it at 1/3 and with just the resized brass (no bullet) it had gotten alot better! I resized again but a hair more than 1/3 turn and now the receiver closes and opens smooth as silk!!!! Thanks guys for all the help,Darcy!!

The "light tap" is just enough to have the bullet touch the lands and stay in place when you point the rifle straight up. Not enough to make an easily visible mark on the bullet itself where it contacts the lands.
If a resized empty brass is still hanging up, then it sounds to me that you need to shim your brass in the holder to do 1 of two things:
1: Bump the shoulder down a touch,
2: resize the body closer to the base a bit more.
To answer your first question in your OP ... No, you should not "live with it" ... reloaded ammo should auctally feed better/more consitently than factory since it is being tailored specifically for your gun.
The instructions are generic, sometime you have to give a bit more to fully resize. You may have a chamber that is on the minimum size (a good thing) and a die that is closer to max size (not a good thing). there is also a bit of spring in some presses, add them all together and you could have a tight fit. Glad it has worked out.
Yes ... full length sizing, touching + 1/4 turn tighter
Neck sizing only, touching - 1/4 turn looser
Each press and gun will have it's "sweet spot" that it needs and yours seems to be a bit past the 1/3 mark. You can chalk that up to play in the leverage of the press and the shell holder, etc.. That extra 1/3 of a turn is taking up all those bits fo slack. My press likes 1/8 of a turn for all but 1 gun so far.
Also, watch the pressure you use on the first few now, as well as the amount of lube you use ... FL sizing as you are currently set up for can get the occasional brass "stuck" ... proper lubing should prevent that. So will "bumping" your way to the top if you think the odd shell is a taking more effort than normal.
Apparently not particular enough. Your problem is the sizing die is not set to reduce the headspace enough.
Screw the sizing die down 1/4 turn and size a fired case. Try that in the chamber. Repeat until the case fits in the chamber.
Then go back up 1/8 of a turn and try it again until you get the die set so it just sizes the case enough so it can fit easily in the chamber.

I'm curious if a fired, unsized case feeds ok or not.
It should as it would be perfectly matched to your chamber, as would be the case if you were only neck sizing.
If the unsized case feeds good, but the sized case doesn't, maybe the sizing die is doing something it shouldn't be. If that's the case, threading the die further into the press, (even if that does make it chamber), is only compensating for another problem.
