That was my first thought, kinda looked like a grip bushing at first glance, but then realized the frame had never been within 2 feet of where I found the piece.

Grip bushing came to mind for me as well, but then you mentioned that it didn't appear to be threaded.

Still thinking it's a remnant of manufacturing.
