Help needed, reloading for Browning BAR in 30-06

Good morning,

I recently acquired a Browning BAR in 30-06. The rifle shoots sub-moa with Browning 155 grain, Ballistic silver tip in 168 grain and almost moa with Federal Fusion 165.

For the last two months I have been trying to reload for it as I do for all my other rifles and cailbers. I have used Sierra PH 150, Sierra BT 165, HIL 150 and HIL BTSP 165 as well as Speer HC BTSP in 165. I have used IMR 4064 and 4350. I have not been able to get groups better that 1.5 moa. I don't know how to measure a COL in a semi auro and I did not crimp my bullets.

Am I missing something? Any informed advice is much appreciated. Thanks in advance.
 
Try flat based bullets.

Load a round as long as the mag will permit, and chamber it. If there is rifling marks on the bullet, seat the bullet deeper. If not, use that OAL.

And test starting at the Start Load, and work up. Factory ammo is not hot.
