Help needed with Redding FL Die and Co-Ax Press

Hello All,
I have a brand new, cleaned with bore cleaner and cloth Redding Type S Competition die with a 332 bushing for 300 PRC, a Co-Ax press and brand new ADG brass.
The die is setup in the press following the Redding guidelines, touching the shell holder jaws. The brass was dipped in Redding
Question:
1. Why is the die (bushing) only neck sizing half of the neck?
2. Is there are way to size the neck all the way down?

First, check to insure at the bottom of the stroke with brass in the die to insure the base is still touching the shell holder. Second, double check to make sure the seater stem is not bottoming out inside the case. Maybe pull the seater stem and try. It should resize to very close to the NK /shoulder junction. Tighten the bushing all the way and then back of just a tickle to let the bushing float a bit.
 
Very good info at the links below. Read all the links in the bushing die FAQ, they will explain many problems that can occur with bushing dies. Meaning neck runout, bullet grip, and when to use the expander included with your bushing dies.

My guess is the bushing was not adjusted properly inside the die. Step 1. below is from the top link below.

Step #1:
Remove the decap rod assembly and install the bushing from the top of the die. Insert the decap rod assembly and tighten until contact with the bushing is made. Back the entire assembly approximately 1/4 of a turn away from the bushing to allow it to free float and self center on your case neck. Set the lock ring to secure this position.

And in the die FAQ it also tells you the very bottom of the neck might not be resized. See the image below at the red arrow. Some say this unsized area is to keep donuts from causing problems. And others say it helps center the case neck in the chambers neck.

Thank you all for the advice.
I dont want to use the die's button so I removed the rod completely, without realizing that I removed the bushing stop too. I have a nice picture to explain it but i cant upload it, something with exceeding limit. 21st century and there is limit to upload pics in kb lol what a joke.
Anyway, problem solved, dont removed the rod completely use the button supplied with the die that doesn't engage the neck.
