Help New Bersa shoots low

Please help,
I have a Bersa XT Pro that shoots low.
I have adjusted the rear site all the way down and I still shoot low. I thought it was me and gave another person a try and it shot low for him two.
Any thoughts other then aim higher? I would be aiming to cover the center and target was 10 yards out.

It's been a long time, but if it shoots low, shouldn't you be raising your rear sight up rather than down.
 
Thank you all for the feedback. Yes new to hand guns. Will try this did not think I had a flinch but most likely I do.
Yes the rear site is turned up.
Would it help to to steady the hands using the big black blocks at the range?

And no shotgun was not used but sure looks like it. ��

To be completely honest it's hard to tell if there's something wrong with the firearm when your 10 yard targets look like that. I'm not poking fun at you but it's clear that you're a new shooter. Other than the advice already given by dogzilla you should do a lot of dry firing to get rid of that flinch. It may be because your gun has "combat" sights. Lots of time we tend to put the sights just under what we are aiming at (12 o'clock hold). But some guns are 6 o'clock hold in that you cover your target with your sights.
 
Before you change anything, can you shoot some targets at 3 yds? Keep your aiming point constant, regardless of where your hits are. Try and make as small a group as possible. 3 yd makes it easier to group and then we can see if it’s your sights or you.
As 4n2t0 said, you may have a flinch and changing your sights won’t fix that. And please do the drill he recommended. It will tell you if you have a flinch or not immediately. I use it on my students all the time and it’s a revelation!
When I do it, I simply ask to load their gun. I don’t tell them I’m doing this drill so they don’t know it’s coming!
 
X3 for the ball and dummy drill. Still Alive did that one with me me, and it was sobering to say the least. My groups used to look like this, and still can if I get sloppy with my technique.
 
Just a update, thank you all for your suggestions. Gun is now laser straight and I am a better shooter because of it.
Biggest thing I needed to learn was up is up and down is down. When you turn the sight to up it really means up.
 
What weight bullet do you use? A heavier weight of bullet for the caliber is slower, so it remains in the barrel longer. This means it will leave the barrel after recoil has had more time to lift the gun. So light bullets often hit low wheras heavier bullets will often hit higher on paper. If , for example you are using 9mm 115gr bullets and they are hitting that low, try 147gr bullets. Just a thought.
 
Six o'clock hold is a bullseye shooters hold where you h your hold is floating your bullseye on top of sights!
