From what I can gather from 'Bolt Action Rifles' by Frank de Haas. Santa Barbara refers to Santa Barbara of America which was based in Texas. This company imported the actions from the Spanish Military Arsenal at La Corona, Spain where they were made. They can be identified by the word 'Spain' stamped on the left side ot the rear receiver tang. Their serial number starts with a 'Z'.
Generally speaking, they were a commercial Mauser 98 but with a Parker-Hale type trigger and safety(the rear guard screw passes through the rear of the trigger housing) and with all the attributes of the M98 including a complete C-ring.
De Haas felt they were a fairly well-made rifle.
