Why not look at buying a milsurp? If you really want to go low cost, buy a Norinco Tokarev knock off. $150 bucks, and the ammo is a little bit more for 2000 rounds. You can get 2 years worth of ammo and a solid gun for about $425-450 tax in. 
I was looking at the M&P and found I liked the springfield XD-9 most... But I also own a Baby Eagle (Jericho 941 as it also is known as) and I love BOTH. I would suggest if you have bigger hands you may like the Baby Eagle more as my hands arn't too big but i find the grip slightly larger but not too uncomfortable.
If i had a pick of all the ones you have listed.
In order:
Baby Eagle
(Springfield XD if you included this
Beretta 92.
Shot all 3 and love all 3, and own 2 (Beretta is next on the list after I get a .45)
BTW XD comes with holster, mag holder, two magazines.
As for performance:
Baby Eagle bought it as my first pistol - shot 1000+ rounds through it in the first couple months, only cleaned in twice (first time and then after 300 rounds) and it still works perfectly no problems VERY happy with it's reliability unlike it's bigger "cousin" the full size desert eagle.
XD: this one i shot 200 shots off of it before i even bothered cleaning it and let me tell you my first shot without even having fired it was dead on target, same with the second shot. Finally cleaned it after about 300 shots, it has about 900 shots through it and cleaned every 300 shots and it is BEAUTIFUL. gotta give my baby eagle some love soon though...

hey I was going toI cant belive you have not told him to go with a Taurus
but noticed he has 92FS and M&P on his list so didn't bother...now looks like he's steering in the 'wrong' direction so it might be the time to suggest Taurus. Why not look at buying a milsurp? 2 years worth of ammo? i nearly polished off a whole crate and a pile of loose boxes in little more than a month. you need to get out more.
my advice is to save the cash a little while longer if all you can afford is a norinco tokarev. they are junk. yes they work.....but, they really are nothing special. good luck trying to find sights or quality holsters if you ever plan on doing more than plinking with it.
want low cost? buy an M&P in 9mm. great gun, ammo easy to find, accessories abundant. 3 different grips make it fit everyone.
You are right ! Not the gun, it is the problems of shooter. I have seen people use an expensive O/D and only shot three or four birds out of 25.

I think it is the people as well. I think the Beretta 92 is one of the guns that new shooters gravitate toward - just like the Glock 17/22. I also see alot of people using Beretta's that can't shoot for sh*t, but I find the gun to be actually quite an accurate design. My girlfriend has a 92G (basically the same thing as a 92FS, except it is decocker only, no safety) which is an ex-VPD service gun. This thing has seen some mileage to say the least (see below) and it shoots great, very reliable, and obviously very durable. She paid $550 for it at Lever Arms. Money very, very well spent. The accuracy is on par with a brand new out of the box SIG or USP, which costs twice as much. Keep it cleaned and oiled and it has very few failures of any kind.
I don't care what anybody says about Berettas on the internet - if this humble little $550 "Made in U.S.A." Beretta can survive life in the VPD and go on to become my GF's "take it the range every week and shoot 200 rounds" gun and display the kind of accuracy, reliable and durability it has been - then Beretta is alright by me. Shooting her Beretta has really piqued my interested in getting a Beretta of my own.
only with 'wrong' grips installed or girly hands... with factory grip it's about the size of P226.
As for trigger reach when I'm holding a 92 I can make a circle /touch my thumb with my trigger finger (in SA of course) without pulling the trigger, but I can't do that with a Sig...
btw I'm using a small backstrap on my M&P so my hands aren't that huge...
