On my SVT-38 the bolt is not locked open when the mag is empty.

The little tab that is raised when a mag is present and empty do not move. On my SVT-40 I can move it with my thumb but not on my SVT-38.

What's wrong? Can it be fixed?

May need to be removed and cleaned, sometimes, caked dirt and minor rust is enough to make it non-working. Should be very easy to fix but require the stock to be removed to take the hold bolt open device out.

This piece is part of which part of the gun (so I can find dissasembly/cleaning instructions)?

This part is on the receiver, probably hold with a pin. I checked on a SVT 40 but the stock must be removed and the cross bolt is very hard to unscrew without the proper tool. I will try to remove it and post pics since the SVT 38 is quite similar.

SVT 40 bolt hold open device disassembly

Here's fews pics to show how to disassemble the SVT 40 bolt hold open device, should be same for the SVT 38. The stock must be removed to perform this job.

The bolt hold open is in the ejector assembly(in the red circle). To remove the ejector, the small pin(marked with red arrow) must be pushed to the right. The ejector also hold the disconnector(blue arrow) in place so dont loose it.

The small pin is pushed to the right and will protube on the side of receiver. The pin is only pushed enough to clear the ejector so no need to remove from receiver completely.

After, the ejector is pushed up,from bottom.

The disconnector can be removed.

We see now the bolt hold open assembled with the ejector.

To remove the bolt hold open from the ejector, the hold open device spring need to be removed. Its removed by simply compressing it with a small screwdriver, be very carefull to not loose it, is very small.

With the spring removed, the bolt hold open can be slided out from the ejector.

Clean and inspect. Penetrating oil can be useful to loosen components if they are stuck in place. Reassemble in reverse order. Hope that will help:)
