Help wanted. CIL 'Reference' ammo made 1930-35 era

Have searched the internet and very little info found. Joe Salter has a box or 2 for sale.......and I have 1 box of new stuff with unbroken seals in 30-30. I'm looking for info on the history, why, where, results etc. for this little known Canadian made ammo.....and why was it called 'reference'........and something about lots of it being destroyed in the 1990's.
Anyone have any info to share? Thanks in advance.......wTc

Any ammo collectors that are familiar with the unique boxes and labelling of the so called 'Reference Collection' of CIL ammo from the early 1930's time period? Looking for info.
