help with 9mm loads for minor power factor

I want to load some 9mm for minor power factor.
My gun barrel length is 4.72". My OAL is 1.173"
I use 231 and win SP primers and a 124 g FMJ bullet.

Load data for the hodgdon (winchester) site
125 GR. SIE FMJ Winchester 231 .355" 1.090"
4.4 g 1009 fps 24,600 CUP 4.8 g 1088 fps 28,800 CUP
my results with 4.5g 231 and a 10 shot string average only 904 fps
I do not think 4.7g will make minor power factor.

What to do?

I could seat down to 1.090"
Should this increase or reduce velocity?
 
if he is shooting 125's he needs a minimum of 1008. however he should be looking for a PF of 135 or 1080 fps to allow for weather and location.

Update from he range...
4.5 g of 231 and a 124 g FMJ bullet OAL of 1.090" a 10 shot string averages 980 FPS.

4.7 g of 231 and a 124 g FMJ bullet OAL of 1.090" a 10 shot string averages 989 FPS.
