Help with Savage 170 30-30 pump

OK, I have taken a better look at the rifle
The red thing is the mag follower.
The little steel tab on the left is on the end of a 2" arm that articulates up and down. In the picture, it is down. This will let a round out of the magazine. The slide is forward (action closed).
This is the part. The actual 'stop" is the right angled tab on the left.
I think the tab should be in a position to hold rounds in the mag, no?
